These are new orders that have come in but have not yet been assigned to a florist or location for preparation.
Go to Dashboard > Workflow > Order Workflow and look for the Pending / Unallocated column.
Assign the order to a florist or location so it moves into the Allocated Orders stage and someone is responsible for preparing it. See the Managing Florists or Locations article for how allocation works.
